PnPUtil is included in every version of Windows in the%windir%\system32directory folder of all Windows 10 and Windows 11 installations. There isn’t a separate PnPUtil download package. No, you cannot simply download and install a driver…without the Dell Manager software — in place first. Use the install OSRI media on system that you are trying to recover. It will now load these additional drivers while booting to the media. I suggest replacing the hard drive and performing a fresh install.

That’s the only time I’ve seen a OEM BIOS update fail. Hence it’s best to bite the bullet and the board replaced. Oh and I’ve seen a BIOS update take over 30min on a 3 year old system.
